Information
Recently, Beijing released the "New and Renewable Energy Development Plan of Beijing during the "Twelfth Five-Year Plan" period (hereinafter referred to as "Planning").
This newspaper was informed that this is the first time that Beijing has prepared and released a special plan for the development of new and renewable energy. Beijing is also one of the regions in China that released the “12th Five-Year Plan” for new and renewable energy earlier.
In the "Planning", the Beijing Municipal Government proposed that by 2015, the total amount of new and renewable energy development and utilization in Beijing will be 5.5 million tons of standard coal, which will account for about 6% of the city's total energy consumption. The energy and renewable energy industry achieved sales revenue of 100 billion yuan, double that of 2010. According to expert estimates, the above target can reduce carbon dioxide emissions by about 11 million tons and sulfur dioxide by 100,000 tons.
According to the “12th Five-Year Plan for Energy Development and Construction of Beijing” announced in August this year, Beijing’s total energy consumption in 2010 was 70 million tons of standard coal, of which new and renewable energy accounted for The proportion is 3.2%.
"The "Plan" now proposes to increase the proportion of new energy and renewable energy to about 6%, which means doubling the proportion, which is a very high goal." Jiang Kejun, a researcher at the National Development and Reform Energy Research Institute According to the analysis of this newspaper, "but this goal is not easy to achieve, because the conditions for the development of new and renewable energy in Beijing are not particularly prominent." Jiang Kejun pointed out to this newspaper that Beijing's previously forecast energy consumption demand was 85-95 million The target of total energy consumption is 90 million tons of standard coal per ton of standard coal, but in order to achieve the goal of doubling the proportion of new energy and renewable energy, Beijing should control the goal of 85 million tons of standard coal as much as possible. If the base of total energy consumption is smaller, the proportion of clean energy will increase."
In order to achieve the 6% target, the relevant person in charge of the Beijing Municipal Development and Reform Commission said that in the next five years, Beijing will implement several key new energy utilization projects. Among them, in terms of biomass energy, the city's biomass fuel utilization increased by 100,000 tons, biomass power generation installed capacity increased by 200,000 kilowatts, biomass centralized gas supply users exceeded 100,000 households, and the total annual biogas production reached 3600 10,000 cubic meters; in terms of photovoltaics, the installed capacity of solar photovoltaic power generation exceeds 250,000 kilowatts, and the solar hot water system utilization area reaches 10.5 million square meters; in wind power, the city’s installed capacity of wind power generation is newly increased by 150,000 kilowatts.
"It is not difficult to find that biomass energy is the culprit, followed by photovoltaic and wind power. I think that photovoltaic has a lot of room for development. If the measures are taken properly, the installed photovoltaic capacity will exceed 250,000 kilowatts." Jiang Kejun analyzed, "When developing wind power , Beijing may consider cooperating with surrounding areas (such as Zhangjiakou) to develop some wind power projects specifically for Beijing." The "Planning" proposes to plan to build Beijing into a national high-end research and development center for new and renewable energy, a high-end demonstration center and High-end manufacturing center to build a national demonstration city of high-level application of new energy and renewable energy.
The newspaper learned that Beijing will focus on enhancing the integration capacity of wind power equipment manufacturing systems while consolidating the advantages of research and development and high-end manufacturing in the field of solar energy. According to the introduction of the relevant person in charge of the Beijing Development and Reform Commission, Beijing will attract wind power R&D and corporate headquarters, promote the development of key component R&D and manufacturing, wind farm development and services, software development and other industry chain related enterprises, and will promote 3 MW and The research and development and industrialization of the above-mentioned wind turbines, key manufacturing technology of generators, electrical control technology of wind turbines, and production technology of core components, etc., realize the localization of key components. Accelerate the development of key technologies such as performance testing and evaluation systems for large wind turbines and the industrialization of their equipment.
According to the "Planning", Beijing builds a new energy spatial development pattern of "one county, two districts and multiple bases", that is, the construction of Yanqing National Green Energy Demonstration County, and the acceleration of the construction of the National PV Centralized Application Demonstration Zone in the Beijing Economic and Technological Development Zone, actively supporting Conditional districts (counties) strive to create a national new energy demonstration city and make three new energy bases bigger and stronger: namely Yanqing Beijing New Energy Industrial Base, Pinggu Green Energy Industrial Base and Daxing New Energy Automobile Industry Base.
At the same time, in the application of new energy, it will be actively promoted in the field of people's livelihood. The Beijing Municipal Development and Reform Commission proposed that by 2012, municipal parks and 30% of district parks will complete the installation of solar night landscape street lights; by 2015, classrooms with solar hot water, solar lights, small grid-connected photovoltaic power generation, and solar science popularization classrooms will be built in primary and secondary schools There are 1000 Sunshine campuses with supporting facilities; and the “Beijing Solar System Construction Application Project Management Measures” will be issued as soon as possible to compulsorily install and use solar thermal systems in some newly-built residential buildings and old communities undergoing comprehensive renovation.
In addition, the "Planning" also proposed the promotion of 10,000 pure electric vehicles. "Further promotion in public transport, sanitation and other fields, application demonstration in the field of taxis, gradually promote private purchase of electric vehicles, and strive to promote 30,000 new energy vehicles in the private sector of the city by the end of 2012." Beijing Development and Reform Commission official said.
"Beijing plans to have civilian electric vehicles of more than 40,000 in 2015." An expert close to the Beijing Municipal Development and Reform Commission told this newspaper, "Whether this goal can be achieved depends on whether electric vehicles can be used as soon as possible in the future. Mature, also depends on whether Beijing's financial subsidy policy is in place."
